It was never ineligible nor has a rule been changed. Digital Spy's wording makes it seem so, but it's just saying what we already know. What people do purchase instead of the Free option might get it onto the chart. Same thing happened to "GMAYL" (reached #37 on single-track purchases, the rest were MDNA-ineligible pre-order freebies).
