Yes and no. Rolling Stone caters to music fans, a group of people who have active interest in music/the industry. The "general public" are people en masse, the average music buyers who will download the odd song or album.
I mean, RS themselves began #6 with "What's that? You've never heard of Josh Krajcik?"
