Well, you have to remember that BTW is universally considered to have been an underperformance compared to what was expected. It's plain that with better handling it would have done better. Its length and musical diversity (or rather slight messiness) also inhibited sales, whereas ARTPOP will likely be a more focused and more commercial effort. She has a lot going for her to help her sell more this time around, if the era isn't messed up. She just has to get it right, with good single choices, music videos, and promo spots.
