I don't know if they can do that. It depends on the contract. Most contracts are something like "We'll sign you and promote you if you make 3 albums worth of music for us" (except the contracts are usually like 20 pages long specifying every single little detail about absolutely everything).
The contract is binding on both sides, so the artist is forced to make as many albums as they signed up to do, and likewize the label is forced to keep the artist until they get that many albums out. The record label can only drop an artist before their contract has ended under exceptional circumstances. Which is why I don't think this is true. But it is possible, it's happened before.
I'm not worried for Azealia though. I don't really like her anyway, but also she'll easily get another major record deal if she has been dropped.

Basically means she has to fulfill certain requirements (x albums, singles, videos, appearances) for the contract to be done.
