Tolerance is a nature vs nurture issue. It can be argued that being intolerance is something that we're born with, while is can be something taught to us.
If we put a two people in a separate world where they can develop solely on nature. There is a chance that the two would hate each other due to differences, or like each other because of it. Humans are animals, and without civilization that instinct does come out. Maybe disdain for difference is a natural thing.
