I have this huge feeling that she's releasing ARTPOP at the end of the year so that the tour in 2014 can promote the album. She's gonna finish the Ball first, then she's gonna release the Terry Movie, showing how she made ARTPOP, single hype, single release then album release by the end of the year. 2014 can be about the singles, promo around the world while touring.

Surely Gaga won't wait too much longer to start the era, like, she isn't going to start it almost halfway through the year
This is alright, this is what other artists do. They dont talk much about the album, until its time to start the era. This is what she shouldve done before BTW.

Hyping does help. The only thing that can happen with hype is that people expect way more and set their standards high. A lot artist sell their items on hype, they just weren't as exciting as Gaga's. She made it an event

It might be possible though, considering that she still hasn't announced anything yet about the album's release date and its lead single. I'm thinking April for the movie, lead single would promote it and then release the album in the last few weeks of June. She should start touring on late December.
