I can't at some people still trying to say Born This Way the song is risky.

It would've been more risky to NOT release that song as the lead single, since it'd be like she was going back on her word about what the album was like and who it was for. Like she thought that fighting for gay rights should be on a hidden away album track. For a woman who has built her career on fighting for gay rights, saying gay in a song is not at all risky.
Now, if a Country or Rap artist, whose main target market is Conservatives and/or straight men released Born This Way, then we could talk about it being risky, but for Pop Girls who mainly target music at gays and girls it's about as risky as releasing a generic dance track, especially for (one of) the biggest musicians on the planet.
I wouldn't call it experimental either. She evolved from her debut sound rather than going in a completely new and unheard of direction.
