Well, the chart in 2003 was slowly becoming basically an airplay chart. Not just Britney, but nearly everybody was selling hardly any singles (downloads were beginning to take over, but they didn't get counted in the Hot 100 until 2005).
Britney wasn't banned from EVERY radio station, just the Clear Channel ones I think (which is still a big deal though).
Plus, Britney wouldn't have got that much airplay at the time anyway, since she didn't crossover to rhythmic and urban very much (apart from probably I'm a Slave 4 U), which was how you had to score #1s at the time.
