The newer (American) cartoons suck now compared to the old ones, whereas in Anime, there are always a ton of great new anime to outweigh the bad ones. So Anime all the way .
They each have their own strengths and weaknesses, and also aim towards different audiences. It's a bit like comparing trip hop and hip hop- they share several similarities but ultimately different beasts.
Even at face value, you can tell a LOT of time was put into creating anime. I am not so sure about American cartoons, though. There is effort, but I don't think it's as much as anime.
I also really like how a lot of anime's have in-depth story lines, highly developed characters, and (assuming it's not dubbed in a different language than the original language it was made in) GREAT voice acting.
