All artists. There are two charts in Japan, the Oricon and the Japan Hot 100. The Hot 100 is run by Billboard and uses the same format as U.S. Billboard, Radio Play and Overall Sales (Digital and Physical). The Oricon is the official Japanese chart but only includes PHYSICAL CD sales. What The Hell went #13 on Oricon with 13,000 CDs sold, but went #1 on Hot 100 as its digital sales were higher. In Japan, Western artists don't have as many CDs available to buy as Western artists don't usually ship to Japan and/or don't sell as well so even if a song is very popular there, the manufacturing of a CD won't be as much as a Japanese artist.
This is why the Japanese Hot 100 is more relevant to how successful an artist is doing in Japan however, the Oricon chart is the official Japanese chart, but it's hard for artists like Avril or Gaga to go #1 on that, even though there songs can be extremely popular, labels won't produce that many CDs for Western artists. Avril and Gaga rely on the digital market there to sell singles, which is why they go #1 on the Hot 100 there.
The Recochoku also is the Digital Store in Japan, and i-tunes is irrelevant. Bad Reputation and How You Remind Me both are top 5 there.
Anyway yes, to answer your question, the Japanese Hot 100 includes ALL artist but has a better sense of how successful a song is in Japan.
