Well first of all it's not only that leona can belt higher than leona, but her chest voice range is more expansive than rihanna's (more notes..) I'm assuming the voice range you posted for her includes CONNECTED head voice notes. What's rihanna's lowest and highest note? (and is her highest note connected and in head voice? probably not) And leona can sing more than 3 octaves and 3 notes, that's just all that she's showcased. The problem is you're just looking at whats written down and not taking their voice registers into considerations. And another thing, I'm speaking in terms of live performances, can you post your receipts with live performances of rihanna having a connected range of 3 octaves, 2 notes?
