Radio over here do these sorts of pranks all the time. They even have released CD's of a collection of prank calls being done. it was no different to what had been done before, just in this instance someone had taken their own life

I have a problem with going public and expose people, this is something like the dark age to put someone in the pillory (in australia I think the nurses were the idiots of the day when it's aired)
I live in Germany and we have strong private rights and thank god for that(we've learned of our history). For instance Newspapers are not allowed to name an underage children in connection with a crime.
In business it's obligated that when I tape a phone call I MUST inform the other person.
If I would get a prank call from a radio station I could prohibit specifically to air it.
I think our societies don't know yet to handle the age of mass media, twitter etc.
