There is no right or wrong answer to this and the question is kind of dumb. Both are obviously important.
Moving on, anyone can learn a routine if they practice it enough, and what does your abilities as a dancer matter if there is no passion or heart poured into it? Plenty of people are naturally good are things they have no passion towards (athletics, dance, singing etc), but obviously someone who have a talent for these things and puts heart/passion into it would be more convincing.

Mostly passion, stage presence and energy. Most people go to see dancers for entertainment. You can sell a basic dance by overwhelming the audience with your energy, but you can't wow anyone with a complex routine if your hearts not into it.
