I think it all comes down to music quality, talent and marketing. Katy lacks greatly in all three aspects compared to Gaga. Katy is just good for catchy pop tunes, she doesn't offer much more than that.

Because meanwhile Katy is getting #1 singles in the US, Gaga is touring 6 continents and grossing more than any of her contemporaries, also Gaga sells more albums and has critical acclaim, Katy doesnt.
