Even if there is an official rule (I believe there isn't), Gaga would definitely be treated as an exception. She's ratings gold and an exclusive debut performance would add to that.
The Grammys are still an award show at the end of the day, and they want hype and viewers as much as the next. Especially considering this year will be a snooze.

What if she releases the whole album as singles. Since there's gonna be a vid for every song. WHat if she just lets each song run its course and whatever does well, she'll promote. "POSSIBILITIES" That'll be cool, meaning that whenever she does a performance slot, we'll never know what song she's going to sing
