Gaga has also had less time to cement her status as a performer. She's gathering experience and I believe that after all it's said and done she will be more remembered as a performer than Beyonce was.

7 years into her career Britney was having a meltdown. Rihanna is still going strong. Everytime everyone claims she is done, that she will finally decline she comes back bigger than ever. Biggest debut week of her career, #1 song and #1 album in both the UK and the US, video of the year, album of the year nomination. 45 weeks at #1 and counting. She stays covering VOGUE, GQ, Elle and every other relevant magazine out there over and over. She has released very succesful fragrances and headlined relatively succesful tours.
She was also the first in recent memory to milk an album for as long as she did with GGGB with her re-release and multiple #1 songs off the re-release, something other artists like Katy Perry and Nicki Minaj have tried to emulate. Rihanna has made a name for herself, even if you keep lying and saying otherwise. The stans of the trinity insist on underrating her cause they keep telling themselves Rihanna is a singles artist and that she will fade but she never does and I don't see it happening anytime soon.
She might not be changing the game everytime but she has perfected the game of being popular, something the others are still trying to craft. She will be remembered as the popstar that was always relevant, always charting, never took a break. From all stanbases the Little Monsters are the last ones that should be underestimating Rihanna when their own fave claims she has extensively studied the art of fame. Rihanna has perfected this and Gaga eventually will. She's still the least impactful of the "big four" but she isn't just someone that releases a couple catchy tunes every year like you said. And I forgot to say. Just like Rihanna looked like a Beyonce clone when she came out, Rita Ora looks like a Rihanna clone as of now, and Rita's succesful in the UK, js.
