Honestly, Steven's just saying what everyone's thinking.

How can Nicki judge someone's singing when she only has basic training, and her primary talent is rapping? Her voice is usually flat and she can only sing simple songs.

Her ability to judge someone's potential is limited.

As I have said before, you don't need to know how to sing in order to judge other people's signing. And most of the judges since the show began can't sing. It's just the fact that people don't like her. Another excuse and I'm tired of it.
