It's an expensive re-release. Most of her fans probably bought PF:RR so it's not a surprise this "flopped".
I wouldn't even consider it a "flop", though, because the songs themselves still sold decently.

All she's saying is that her album is hard to find, because it's not available at the typical retailers (WalMart and Target) and it has limited availability in Best Buy and FYE.

She already explained this on Twitter, when her Barbz kept complaining to her that they couldn't find a physical copy of her CD.
