Rihanna and Taylor are easily the most consistent. I would say Pink, but the early-middle part of her career was littered with floppiness and struggle.

Adele, Beyoncé, Katy, Gaga, P!nk, and Taylor are the most consistent. Oh and Rihanna. With her last 4 albums being able to at least go platinum.
