Different performers have a set number they have to reach in order for the show to be claimed as "sold out". For example, at random stadium X both Lady Gaga and Beyonce could sell 42k tickets and be reported as "sold out" if that's above the threshold, even if the maximum capacity of the venue is actually 60k or 70k.
