With Born This Way, the problem was bad management, wrong single choices and terrible videos, if Gaga had managed the era better, it would've gone much better, comparing American Life to Born This Way is reaching, and reaching to the stars.
I understand that you're comparing Born This Way to American Life in terms of them both being flops (to Gaga and Madonna standards) but you have to understand that they were in different states of their career.
Now, to respond to the question in hand, perhaps; if Gaga plays her cards right ARTPOP could see the same level of success of Confessions on a Dance Floor, she would have to choose the RIGHT singles, the right video directors and do as many performances as she can.
Honestly (and this is coming from one of her biggest fans) this is Gaga's make it or break it point, if she flops with ARTPOP she will lose the remaining support she has from the GP and she will only have us Monsters and the rest of the LGBT supporters, she HAS to play her cards right, I hope this won't be her Bionic.
It was a smart move to get out of the spotlight for a whole year now, that way the GP will have forgotten of BTW by the time ARTPOP is released.
But, even if Gaga flops with her album, i'll be here till the bitter end.

What I tried to expose when comparing American Life and Born This Way was not the musical content, but the reaction it generated from the public. Those were the "decay" of the "blonde pop stars". I'm talking about concepts here. And I agree with you at all: this is Gaga's defining moment. And as some guy said earlier in the thread, all we can do is pray. She's playing her cards right as of now, though. Let's hope she continues the streak.
