I think you can do it almost right away. I had mine right from the beginning I do believe, but obviously being a traded Pokemon and at level 15 it won't obey you.

Ugh, my damn Eevee is 6 exp from getting to level 21, but it won't make it evolve to either Umbreon or Espeon. I have the Soothe Bell, get him massages everyday and use items like Protein etc on it. What else can I do? I went back to the start of the game to let him battle weaklings to get exp and I'm theorizing that winning battles make it happier.

Run, run a lot (or use your bike). Every ~250 steps will give 1 Happiness.

All you do is run and run, it worked so well for me that mine evolved at level 17 into an espeon

Your Clefairy is alright, I'd just definitely make some changes on your Serperior, Lucario and Umbreon.

I caught one at level 18 and that took me about 40 mins to get him (I always get male Pokemon....not sure why). I doubled my chances and ran in the tall grass looking for double battles.

Massages
If you want an espeon, don't bother with protein. Get the one that increases special attack and speed.

I got mine to evolve at level 5 after putting on the soothe bell and giving him 10/15 Carbos :/ Very costly, but very efficient.

How did you get one at such a low level I just find mine in the area above the Castelia Sewers.

And yeah I know the items like protein are useless, but I just wanted to use an item on it and make it happier. It eventually did evolve to the flawless Espeon so I now I just need to Audino farm to bring it up to par with my others.

I just started actually, didn't know this existed until you posted that link. Apparently you need to save after you start a new game, before you receive the Assist/Challenge Mode keys, otherwise they won't work.

I see Well, Umbreon has high def, so I gave him toxic and return, since he has high happiness lvl. Serperior...his moveset was a bit random, to give him variety attacks to fix flaws, about Lucario..I thought at first to give him swords dance & physical attacks, but he has more sp attack than attack and I like them more - aura sphere ftw.

Good heavens, at last! It took me roughly 4 hours to breed a male Drilbur with an Adamant nature and the ability Sand Rush. Definitely worth it though. Excadrill is such a beast.
