There was an influx of eurodance songs in the late 1990s from groups like Alice Deejay and Eiffel 65. These were big around the world and crossed over to the US. Even purely pop artists like Jennifer Lopez did it with "Waiting for Tonight" and Kylie with "On a Night Like This". Dance music has always been big. The world has embraced it for decades. The US lags behind though. Gaga and the BEP certainly re-sparked the sound on mainstream radio, but they weren't the first to do it. Anyone who says they created that sound is just delusional.

Since we're going way back, let's throw in Culture Beat, Snap, Haddaway, Robin S, and La Bouche. There's a lot more, but I remember lots of people bopping to them in the 90's here in the US. I don't know if the charts reflect that, but they were definitely here. I remember House music also being something that was pretty big with people, but I don't know about the charts.
