If you are a U.S. artist and the bulk of your album and singles sales are concentrated in the U.S. (or split almost evenly between the U.S. and overseas) and the bulk of your touring success is from overseas = LOCAL.

Percentage of the sales doesn't say that much.
Taylor is the example of local. Her newest single is her first song that gets airplay on continental European radios and TV channels. Nobody know her songs here and her status in Europe is like Katy's before IKAG went number 1. Her main market is the US and she barely touched the Anglo-Saxon countries
(the United Kingdom, Canada, New Zealand, Australia and Ireland).
Katy's main market are the Anglo-Saxon countries and had good number 1s on the Continent. Tour tickets sales goes till Asia
(Japan, Philippines, Indonesia) and Latin America.
P!nk is more established on the Continent than Katy, but doesn't go beyond Europe. Same + Brazil for Rihanna.
Robyn is local and got good airplay in Europe. Katy helped her with promo in the US.
