Only half true. Obviously a celebrity wearing their designs is great PR but every house is entitled to dress whoever they want, regardless of status. Sometimes dressing some famous people brings down the quality of the brand and gives people the impression they will dress just about anyone, i.e. Dolce & Gabbana dressing everyone and their mother who's remotely famous.
If they truly wanted to just sell, these designers wouldn't be opening their archives and their haute couture collections for her. They would just give her access to the current collection which needs promoting for when they go on sale. Instead, you have Donatella giving her Atelier designs to wear for airport arrivals, as well as Gianni's iconic designs from the 90's for music videos and casual appearances.
Designers don't go through the lengths they do for Gaga just for some publicity.
