I somewhat agree with you, but I think it's because the standard edition of PFRR will be bundled in with TRU and VVV is currently rising rapidly on radio, and I BELIEVE the bundled version might replace PFRR (deluxe) like how GGGB:R replaced GGGB.

VVV is about to smash so why not include it on a new cd. The general public won't know the difference because for most it'll be the first time they've heard VVV

But wouldn't have it been better then to release the deluxe version on disc 1 (including), the Re-Up as it's own piece of work on Disc 2? Or they plan a seperate Re-Up EP release aswell which makes it logical to also have VVV on there.

Well the Deluxe Edition is TMO, Masquerade, and VVV, and TMO wouldn't be included anymore for licensing reasons (I believe), while Masquerade is just there.
