Shakira got her inspiration for the video from photographer Helmut Newton (check out his photos and its pretty evident). It's an interesting theme, sophisticated while a bit hedonistic. This is one of her most involved projects to date (music, lyrics, vocals, production, and direction of the video by Shakira).

SI Tu No Vuelves is not even a single
She has only released 5 singles from the spanish album and 3 from the english one which is very normal since she did it in a period between 2005-2007 and she had to promote both albums, it's not like she's been releasing singles every month

"Te Lo Agradezco Pero No" is Alejandro's song and was released by his own decision. "Si Tu No Vuelves" is not a single [yet]. "Beautiful Liar" is Beyonce's song and was released by her own decision. And "Pure Intuition/Las De La Intuicion" was getting airplay and topping the charts in Spain before it was even an official single.
For 2 albums, she has released a normal amount of singles. The rest are collaborations for other people's albums.
the same happened here in the US w/ las de la intuicion it got played so much it debuted last year on the Hot Latin Tracks just when Hips Don't Lie reached number 2. and oh yeah
