I want to say Adele because I love her and I'll still listen to her in 15 years, but I have to say GaGa. I don't know if she'll still be relevant or if she'll even want to be, but she's become a pop culture icon, so she'll still be known for sure. But impact? I don't know if any of them will have an "impact".
