There's huge gaps between her album releases. Besides, 4.3million in 2002 is pretty huge. (It outsold Britney's In The Zone)
Her album sales IS legendary considered the number of albums released. Had she released albums every year like Rihanna, it would have been even bigger.

Back to Basics era sales are pretty weird IMO. She was like everywhere during that time, everybody was praising her yet the sales are very very average to say at least.
