Total assumption, and very flawed. Nobody has the general public "always" on their side. Nobody. An artist can fall out of favour as quick as they fall in to it.
Having a large and dedicated fanbase is what survives an artist through a career because they will support you even if the public don't. Considering popstars naturally go through highs and lows, you need fans to sustain you through the lows in order to get to the next high.
They are a guaranteed group of people who will buy your single, your album, your products and your tickets. It's what has ensured Madonna's prolonged success, and Britney too.

Madonna and Britney both had their least successful eras when the GP weren't on their side (Erotica, Blackout), so I'm failing to see this logic that fans will always be there to make you a success.

And who's to say the general public won't always be on Katy's side? She's done a good job so far.

Yes. Who else but fans of Gaga would pay $9343045 of dollars to go see her live? Do you know how much her tickets cost? None of the general public are there.

Neither Rita Ora or MATD have had any success yet, so there's no telling yet
It will happen very, very soon
Katy Perry is hardly memorable to the GP, she will be immortalized as the girl with large boobs who sang all those cute songs that nobody really remembers

So Carly Rae Jepsen doesn't count now?

She had Call Me Maybe to help her and still Katy remains a huge star. And I'd rather my fave be remembered in a positive light than a "weirdo" like Gaga.

Innocent image? She's almost 30.
By being fickle, I mean the public never truly roots for someone deeply. They buy what they enjoy, while a fanbase supports their artist in terms of everything.

Her image isn't 'innocent on the lines of Taylor Swift but she's still seen in a very good light with the general public. Come on, you know that's true.

There's no reason for the GP to stop supporting Katy unless she does something drastically wrong.
