Nelly Furtado. She went from selling 10 million worldwide and a lead single with 8 weeks at #1 to not charting with a lead single and selling 6k in her first week.

Don't Wake Me Up is currently at #14 in the BB Hot 100 without promo. His album sales are disappointing but he's slowly going up again

Without promo? It's on the radio a LOT and has a music video.
If by "promo", you mean live performances, that's not a big deal, many songs get to #1 without live performances.
