RI because its so small they usually have it in the tri-state area. Wyoming, Montana, the Dakotas and Idaho have much smaller populations, it would be a waste of money for a big artist to go there. A popular regional singer would go however, or indie bands.

You answered your own question - states with few people lack the necessary catchment area to attract enough people for a venue that will make a large band money. Rhode Island is the exemption - its small but also densely populated and Providence is a lot bigger than any city you would find in those other states you mentioned, plus its close to the Boston metropolitan region.
