If having disappointing sales, some dates on the tour which didn't sell out and a single which didn't reach the Billboard Hot 100 (Criminal) is a hit, then you're stupid. It wasn't a complete flop, but it definitely under performed substantially.
We are talking about eras. Every single from "4" tanked. Britney's album underperformed (just like Beyoncé's,) but everything else did fairly well.
It was still one of the year's bestsellers. She had three of the top 45 biggest hits of the year (4 counting "S&M," for which she was credited.)

Femme Fatale may of underperformed album sales wise, it still sold near 1.7million with abysmal promotion all US based for like a week and a half on the album's release!
The Femme Fatale ERA still produced a #1 album, #1 single, three top 10s, a $70million grossing tour, alongside extending and setting countless records for Britney as well as receiving a Video Vanguard Award for her achievements to pop culture with her videos! Let's not forget how Britney earned $58million in the era making her the highest earning female artist of 2011-2012, 14 years into her career! The era was a hit!

Criminal did reach the Billboard Hot 100, at #55! That's just one single out of the two #1s and four top 10s she received counting S&M Remix in 2011! Criminal still managed to have more longevity on the Hot 100 than certain other Max Martin produced singles set to be outside the Hot 100 in a few weeks time less than a month after release ...
