Not worldwide though, in fact none of the Loud singles sans "Raining Men" (does it even count?) flopped worldwide, Cali King Bed reached Top 10 in 16 countries, Man Down Top 10 in 8 countries and Cheers was Top 10 in all the English speaking markets (the only places where it was released). Her most successful era tbh.

Yes. Peak has almost nothing to do with determining whether a song is a success or not. Low peaking song with longevity and high sales > High peaking song with no longevity and low sales.

A number 1 is not a flop IMO though, no matter its longetivity.
