I think that it's generally better to use songs that have no single potential whatsoever for promo singles.
That is to say, they should still be of amazing quality, like everything else on the album, as there should be no filler. But songs like HML and GH, that are amazing, but would have no chance at being successful radio singles.
That way, you're getting the digital track sales from a song that people may be interested in, but you're not risking too much for it to potentially be a flop as a single. When you change your plans and make a promo single into a fully promoted single... It's just... a little messy, and shows no element of planning whatsoever.
I realize that's more on Interscope, in the case of TEOG, but still...
