She needs to connect it to a larger point about personal responsibility and how he's a hypocrite etc.

I don't think it's a big deal he "only" pays 13.9%. Still pays more than most Americans. There are millions of Americans out there not paying any taxes.

The news has reported this story nonstop for months. If people have been paying attention, they would already know about the point she's making.

Actually, that's factually incorrect. INCOME tax is what you're referring to, except those are veterans/the elderly/etc. that still pay payroll taxes.
