The latter. You don't actually get charged when you pre-order the single right? Once it's released you immediately get an email/notification and that is when you actually pay for it (once it's released). So it just means that it'll probably debut high in the top 100 on it's first update.
Imagine if 1D had a pre-order single in the US.
Probably would of entered straight in the top 10.
