I might be wrong, but I believe those numbers mean that for ever copy sold of "Gangnam Style" (.500), 2 copies of "We are Never Ever..." are sold (1.000). So that number would be greater for songs lower down, for example if it's a .250, than for ever single sell, 4 copies of the #1 would be sold.
