It sacrifices academic merit and integrity for diversity. In my public school system, everyone has access to college prep programs, AP classes, the library, and counselors who will help them get into a UC or CSU. If anything, economic factors should be considered more than race. It obviously varies and is hard to pinpoint, but the premise sounds too politically correct.
