This is slightly true unfortunately.
Give it another year. By the time Google releases 4.2, 4.0 (Ice Cream Sandwich) and 4.1 (Jelly bean) will be common enough to be the default for midrange phones. Manufacturers are already getting their **** together with the high-end phones. The best selling ones (i.e. the ones that matter: Samsung, HTC, Motorola) have already promised upgrades to 4.1 in the near future.
That's just one of the downsides to Android if you don't buy a Nexus device. Upgrades are sporadic because the manufacturer has to make it work with their custom skins.
