Only if they seriously hurt somebody else and there wasn't a legit reason for it. Like, if they raped somebody or set fire to somebody's house attempting to murder them then yeah I'd turn them in. If they stole something or even if they killed somebody as long as they had an excuse (like trying to get away from an abusive ex or something) then I'd just keep my mouth shut and pretend like I never knew anything.
