The Fame and The Fame Monster went #1 at different times. Thus if The Fame went #1 a year later when The Fame Monster went #1, it obviously goes to TFM because that's why the sales were coming in the first place.

Lets say The Fame charted in Basic Land at #9
and then re released as The Fame Monster the year later which brought it to #1
The Fame didn't go #1 in a lot of countries, so I don't think it would make a big difference if The Fame and The Fame Monster were counted together or separately, right?
IT Didnt. But on its Wikipedia page... they used the the fame monster's peak as well because its in fact a re release. Hence the amount of number ones.
to Gaga though. 3 albums and more than some legends.
