1. Those special moves were added in Gen III, not Gen IV.

2. Even the most crappiest Pokemon can beat the most legendary Pokemon. A lvl 1 Rattata can beat a lvl 100 Mewtwo. All it takes is strategy.

2. If all it takes is strategy what makes you think Celebi can't beat Nidoqueen. "Even the crappiest pokemon can beat a legendary" it applies vice versa as well. A legendary can beat a crappy pokemon.
