Wild guess, Adele, which would put her much further down the list than I expected, if it is her.
16. Adele

The biggest phenomenon of the Teens, Adele doesn't have the biggest voice or widest range - a little more than two octaves. She's not excessively trained, considering all the trouble her voice has had over the past year and a half. Perhaps she's here because her voice can do a lot; one moment, it can smoulder, the next it can bark out in pain, or cry out in hurt. Maybe it's because it's common; not in a bad way, but in a conversational way. Adele sounds like she means it, and like she's singing for just two people: herself and the listener.
Here's two for you! (Because I kind of screwed up. )
Tina Turner/Nina Simone
Two great voices, oft-underrated by younger generations. Tina's most thought of as a kickass performer, which does nothing to highlight her incredible voice. Nina is surprisingly forgetten.
I'm glad that wasn't the case here. Have there ever been two better transmitters of pain and hurt?
I really like what Benzene had to say about these two ladies:

Tina Turner's voice fits in perfectly with her onstage persona - it's raw, husky, and powerful. The way she sings is basically a call for the listener to pay attention, and it works 100% of the time.

Nina Simone's voice defied all conventions of sound, style, and gender, and her voice always carried great conviction. She had the power to lift you with self-affirmation or paralyze you with anger.
