Because 1) the song is overrated, and didn't click as well as people thought with the GP and 2) The GP is on Rihanna overload right now, and they need a break from her.
I feel it's number 1 material but they were a lot generic songs hitting number 1 at that time (in the UK). I think it's an amazing song but maybe didn't gel well enough with people, but regardless it still did well and fished out an amazing video and some of her best performances to date.
I'm looking forward to successor tracks to it on her next album.

The string of flop singles between WFL and WHYB was too long and the public lost interest, I think... Oddly, on top of that I feel like the song is too wintry and dark to be a summer smash. Standing to bubblegum songs like Call Me Maybe, Good Time, Starships, etc. WHYB is like a dark gloomy cloud.
