She's not making fun, she's subverting expectations. It's a loving sort of mockery if anything; she is above all else a major fan of pop culture, so what she's doing is done to point out to other fans what the state of fame and celebrity is at this point in our culture.
Warhol made celebrity and fame an art. He's the one who said "In the future, everyone will be famous for fifteen minutes," giving us our "fifteen minutes of fame" expression that people throw around on this site all the time. His ideas about art, how something can still be crassly commercial and mass-produced yet still artistic, became a commentary about art itself, commercialism and pop culture.
So that's Gaga. During The Fame era, she made music for mass-consumption, but her imagery (music videos, live performances) and her explanations show that she was commenting on pop culture, not just participating in it. With Born This Way she went in a kind of different direction, directly connecting with the fans and whatnot, but with this new era, she's turning Warhol's concept of art on its head. Thus, Pop Art has become ARTPOP. Artistic Pop, yes, but also a deconstruction of what Pop Art means.
It remains to be seen just how Gaga will deconstruct Pop Art or whether she'll be successful, but I'm 99.9% sure that's what she's aiming for. And all of that analysis is supported by things she's said, so I don't think it's much of a reach to assume she's going for a very Warholian deconstruction of Warholian ideas. It bends in on itself in ways that would have made Warhol proud.
