Circus was promoted for 2 calendar years while TTT hasn't even reached 1 year. Plus, Circus the album had the sold out Circus Tour to support it not to mention Radar was rerelased on another album...and also the news on the horse in the Radar vid dead caused a spike in sales for Circus.
I think Circus had more promo so it's only normal it's sold more.

TTT is still not gonna outsell it. Especially because you know if Circus sold 100K+ since 2009 in the US alone, it sold at least twice that much in the rest of the world. 3.7M is a conservative estimate and TTT won't be there any time soon.
