It's an expression, when I used it I was talking about those with autrocious hypocrisies in their actions/beliefs who yet think they are ok and will defend themselves to those pointing out the hypocrisies in such a way that as if to say 'I can do what I want, I don't have to listen to what you say, my behaviour is fine because I am holier than thou' or 'I'm better then you (usually morally). A similar expression is when 'someone gets on their high horse' but then act completely hypocritically to what they are saying.
