I think they are all in the same level, Rihanna and Beyoncé can't be evaluated seeing as they don't write their songs while perry Gaga and Ke$ha sometimes have bad writing moments and sometimes good ones

All of them have strong and weak songs lyrically.
Apart from Marina, she doesn't really have any lyrically weak songs. Not even because she's my fave just because her songwriting is above standard.

Katy I guess. They were really good on her first album and
Teenage Dream
has it's great lyrical moments.
