Yes, with regards to music video quality and live performances. Her music's not really that different from pop songs in the past. She was just consistent prior to BTW and she seemed like she knew the formula to gain mega monster hits.
Musically, nothing new yet. Artistically, nothing yet. Eccentricity mixed with high fashion has been done before gaga. She is still a newbie, she hasn't changed the game yet.

To prove my point.. back in 2008 Gaga's people couldn't even get the original RedOne version of Just Dance played on the radio because it was "too dance".. and they originally sent this:

As much as you try to prove it. The fact is that many artists have done dance music succesfully before Gaga. you will deal.
She didn't bring anything new, but she revived elements of music and pop culture from the past.
That's why her debut was fresh and interesting. People of this generation hadn't seen anything like her before.
